It wouldn't have mattered what evidence was presented to the 911 Commission, even if they had G. Dubya's signature on a confession. Any and all evidence that the government didn't like was thrown out due to "state secret privilege" and "national security" reasons, like Norman Mineta's eyewitness testimony of Dick Cheney repeatedly issuing stand-down orders while being informed of the approach of "Flight 77" (cruise missile) that hit the Pentagon:

All in all the testimony of dozens of high-ranking military, CIA and FBI officials was tossed in the garbage and quickly hauled off to the incinerator while undoubtedly under the watchful eye of secret service escorts.
